I think the wording on the Fedora needs to be more specific, the difference between the two numbers doesn't mean the top guys number minus the wielder's dude type number, even though that is how I think it is calculating it in the game.
The difference between the numbers should be an absolute value in the calculation, so that it is always a positive number. Otherwise the wording should reflect that it is the prevalent dude minus the wielder's dude type count. I say this because I just did a run where the prevalent dude was a Viking (warrior) and I limited it to 15 dudes.
The wielder was on a Cowboy (action) with another action guy on the team, there was 46 Cowboys and 20 Explorers at the end of the run for a total of 66 action dude types. After the run, the achievement progress for the fedora achievement still showed 2/20 from a previous run. Will have to do another run for the achievement now that I know the actual way this is being calculated.
The other two dudes were Sci-Fi types, 18 Quantum and 17 Mutant.
Additional Information
The Dude Type is the specific Dude. In this instance, you've put the Fedora on the most prevalent dude type, therefore the difference between the most prevalent dude type and the wielder is 0, so you did not get a bonus.
Every other instance of the word prevalent in the game is referring to the dude at the top of the roster.
Only Captain's Hat refers to the dude at the top.
You must be thinking of Championship Belt, which is just whichever dude you have the most of.
If you have two with the same amount that is also the most prevalent, it will pick whichever of the two is higher up in the roster.
